At first glance I thought the strainers were attached to her garment as some sort of epaulets and were designed to sprinkle “snow” about her as she walked. After putting on my glasses I discovered my error.
I believe wearing your old Christmas tree skirt and being gently dusted with flour is an opening day tradition for Belgrade fashion week, meant to evoke a holiday atmosphere (the tree skirt) free from privation (the flour symbolizing food and plenty).
Or it could just be a really silly outfit.

Obviously, no one has thought this through. If the fire alarm goes off and the sprinklers launch, the flour will get wet. Then she will be glued to the nearest object and in the heat of the fire, will be baked to it. Surely the OSHA laws with respect to modeling safety prohibit this.

Perhaps there are bells elsewhere on the outfit. They could chafe, and the photo is step one in the application of talc. Some of those guys in the CMA photos might use some talc as well.

Late to class — again. Cest la vie. The desertwind will give it a shot.
Since this is the fashion show of the graduate of couture arts in Paris, the flour represents talcum powder for the sweaty palms of the bead embroiderer (women all, it seems) working on the expensive couture gown?
(the desertwind recalls the talcum powder from “Signe Chanel”… ah, a little knowledge!)
